The Mandalorian Enclave is a place that some Mandalorians have gathered to live as is there Way, they don't have a single leader but they all work together to keep their traditions alive. On occasion they get visitors, but in general they like to be left alone hence why they chose a location so far from Jaklu and Rygor.
