For the crime event, you can try to go to as many towers as you have players in your group, split the rolls between the group some one looks for tower another does the skill check and the third if you have one does the insertion or if solo just do all the rolls yourself but you can only do a single tower.

If a group does one tower do all three still get the same reward?

You get rewarded for doing 1 tower, so one person out of three can get the Obligation reward or you split the reward money.
